"High tech sensors" is a stupid handwave. The sensitive operations for those facilities happens indoors/underground - there is no such thing as a sensor that can see through concrete from the edge of space. "Communications" is a more valid point... except for how most secure C2 is going to happen over landline cables which, again, can't be collected against from the edge of space.
That's not a "well maybe there's some secret tech" loophole, that's physics.
And, the operations that do happen outdoors? You can collect against those using Google Maps, or by paying some shmuck on Craigslist to take pictures of the base from outside the fence (which is completely legal).

Also, if the Chinese did have some super-secret tech that could magically see what was going on underground it seems pretty unlikely they'd be dumb enough to put it in a balloon and send it to America. I was wondering about maybe a fake mobile tower, but that seems unlikely too and would be noticed. Also it probably wouldn't capture much of value.
