The U.S. ban on exports to China of Nvidia and AMD's flagship artificial intelligence chips will create new business opportunities for domestic startups jockeying for a piece of China's fast-growing data center chip market, industry executives and analysts told Reuters.
The ban is part of a longer effort by the U.S. government to crack down on U.S. contributions to Chinese artificial intelligence and high-performance computing, or supercomputing. Last year, U.S. officials put seven Chinese supercomputing entities on an economic blacklist, and last week they banned Nvidia and AMD's chips from export to China "to keep advanced technologies out of the wrong hands."
On Thursday, an independent group that measures artificial intelligence speeds published new data that can help back up the claims of little-known Chinese startup Shanghai Biren Intelligent Technology Co that its latest chip has bested the performance of one of the high-end chips banned by the U.S. government.
The milestone is viewed as an opening for Chinese domestic chip companies to service Chinese customers cut off from access to U.S. chips, experts said.
"The benchmarks are broadly representative of image processing and natural language processing, which are two fairly significant AI workloads," said David Kanter, a founder of MLCommons, the group that publishes the results. "It's pretty impressive."
The promising performance rankings come after years of financing and development from Chinese startups and venture firms, including several investors from the U.S., to create domestic alternatives to Nvidia Corp and Advanced Micro Devices Inc chips.
The rise of AI chip startups in China could upset plans by the U.S. to slow down China's development of computing tools needed for military applications such as designing nuclear weapons. Those tasks often involve running computer simulations with high-precision - something the Nvidia and AMD chips excel at.
Biren, founded by alumni of Chinese tech giant Alibaba and Nvidia, has publicly said it would focus on selling its BR100 chip to private data center and cloud customers. The company says it has no plans to sell to the military.
Jack Dongarra, a distinguished professor of computer science who helps lead the Top500 ranking of the fastest supercomputers says he's seen this scenario play out before. "The U.S. embargoed Intel chips from going to specific places in China that are and were developing high performance computers," he said. "The result was that China designed its chips for its supercomputers."

China has 4x the population as the US. All it takes for the Chinese economy to match the US' is for the average Chinese to make 50% of the income as a US person. Putting a ban on export only reduces the income of AMD and nVidia while widening the trade deficit. These companies will lose market share in the world's 2nd largest economy and millions per year in R&D budget. Chinese homegrown companies will now gobble up the market share and then plow all the extra profit into their own R&D. This will end badly for these American tech companies. Furthermore, other developing nations will see America as an unreliable supplier willing to mix politics with trade. They too will look to China for their supply of AI chips. - UP: 13 DN: 1

America's arrogant insistence on its definition of freedom is the yardstick by which nations rise or fall is contributing to America's own decline. China has been a dictatorship for 5000 years; its fortunes waxed and waned as an absolute monarchy. How could a 200 year old nation lecture the nations of the world on how to run their country and pretend that American-style democracy is the path to success when Americans don't take it seriously? Just look at Jan 6th. Do you seriously think China or any other country wants that to happen in their own country? The Chinese will do fine. The same week this AI sanction is announced, a Chinese semiconductor company specializing in AI chips has already bested the best of the AMD chip. nVidia estimates that it will lose 400 million dollars because of this sanction. Its R&D fund will take a big hit, not to mention that many nations will now shun American chips because they need to be "free" by American standards to buy them. They will turn to China instead, who trades with western democracies and sultanate alike. The Chinese will have no problem getting market share by not telling others how to run their country first before selling them stuff, and R&D funding will come with it. - UP: 0 DN: 0

China overtook the US in high impact science publications in peer reviewed journal in 2018. Currently 75-81% of all graduate students in electrical engineering, computer science, petroleum engineering are foreign students, most selected through years of competition from a large cohort of industrious students. Top talents will not stand for abuse and racism from envious ignorant second rate maga bullies and politicians , they dont need to. they were and are the source of innovation that power our economy. Every foreign graduate students or physician that come to our country and are willing to stay is hundred thousand dollars to millions of dollar of foreign aid to us from country of origin. Without these talents, hundreds of billions of dollars of semiconductor plants are just piles of useless machinery . Our strategy should not be sanctioning, banning, trade restrictions, blaming and don quixote war mongering but engage, exchange and collaberate so we are competitive with other countries in ability to attract and retain the top talents from all over the world. - UP: 5 DN: 0

The East Asian economies have the most serious “aging problem” partly because people in that part of the world have a longer life expectancy. This could also be an advantage in future competition, since in East Asia, people older than the working-age are still employable, which may not be the case in other parts of the world. Indeed, the elderly in East Asian economies are the healthiest in the world.
The Chinese people's healthy life expectancy (known as “HALE”) is 2.5 years longer than Americans
It may be surprising to many that the Chinese people's healthy life expectancy (the average lifespan for a person to live a healthy life, or “HALE”) is 2.5 years longer than the Americans’. However, compared with China's HALE, the retirement age is extremely low. In China, men retire at 60, and women at 55 or 50 years old.
Thus, men in China can expect to enjoy a healthy life of seven years after retirement, and female retirees can expect more than 17 years. The situation in Japan and South Korea is similar. But in Western countries, on average, the good years after retirement and before illness are much shorter – four years for men and six years for women.
This mismatch may be the reason why the pension problem in East Asia is much more prominent than in the West. Adjusting the retirement age in accordance with the ever-increasing life expectancy will alleviate the pension crisis in East Asia to a great extent. - UP: 0 DN: 0
