Of course the leader shapes a country to a high degree, but the extent of democratic rights limit their influence.

But yes, a fundamental challenge for democracies is to keep their people satisfied, and many urgent decisions that need to be made would make people angry with politicians and therefore get postponed. Nothing a authoritarian govt needs to bother with.
