2000 USD per year doesnt sound like a lot, until you realise that 2000 USD a year is about 13000 RMB, or about 1100 RMB per month.
In some of the most inexpesive places of China, like a village, 300-400 RMB per month is fairly standard. The reason why villages cost so little is because the government gave out land to the peasants during the land reforms, so the bulk of the rent/mortgage cost is off the table at the get go. You also produce a lot of your own food. And utilities are subsidised.

For a country to become socialist you need to have planned economy. The truth is, not only did China lift many Chinese people out of poverty, it kept more people in the western world out of poverty by providing them with affordable made in China goods with its low cost labour. Any generation post the baby boomers would know what it use to cost to buy a washing machine, a computer or a microwave. All these white goods and especially cheap Chinese made computers and mobile phones have allowed millions of people access to the internet, which gives them online banking, education, healthcare and the world at it's finger tips.
