the problem with the west is their attitude, they expect China's belt and road as some kind of charity, and anything short of giving out things for free, is China's fault and must have some dark motives. 1) the short term goal is for China to use its massive US dollar foreign reserves to subsidize it's domestic industries, and export some of its excess capacity in steel, concrete and construction.
the construction boom in China is somewhat peaked. so there is a need to export these capacities to other countries who needs them, this way the Belt and road countries get infrastructure investment, and China saves jobs in steel and concrete plants.
